For me,the responsible for the identity theft is the consumer.Because if they did not trust their account the incident of stealing will not happen.Consumers are responsible to keep her own credit card accounts so that they were not be stolen by the criminals.Consumers should change their behavior so tat no one will be victims of scamming..In my own opinion,the punishment for identity thieves id life imprisonment.We can handled the thieves by giving warnings in sites for the consumers to know about what the thieves do.My advice to credit card holders before give any information we should ask first to the company if the email is true.
